Hi Gene:

Either in Dougan or Livinston's book has mentioned that Saigon has "agency" relationship with Shanghai LPO.  So, that might be the reason why  no Indochina nor French stamp(s) are applied.  I am surprised that no body has raised the information.   By the way, Yokohama and San Francisco were also mentioned in the book.   I am still waiting to find covers  from or to both places with similar usages.  (Today, I am too lazy to use Google Translate to chat with you in Chinese).

I would say, any Shanghai commercial usage to overseas is rare, I don't remember that I have seen cover to Saigon from Treaty Ports before your #1 cover.
If Dougan mentioned overseas agencies of Saigon, that explain the #1 cover as a fine example. Good hunting, well done!
