本人寄本人，退回，发时盖邮资已付戳，回时贴8元邮资，寄时邮资是8.38元，好象没有这高的代管费，

奇怪！可能是保管费，当时商包保管费较高，由各地自定。一般是免费保管三天，第五天或第八天就加倍收取。
但是如果保管费贴票收取，退回费也应贴票啊。此包单价0.50元/公斤，退回邮费：（0.5X7.5+0.5）X150%=6.375，实际应收退费6.38元才对。

逾期2天+保管费=8元
