Again I'm glad to see your reply! You help me a lot to move on with my Postal Local Surcharge collection.

For what kind of "Postal Service charge" these labels were used for? What kind of service? Is there anything known?

sorry to answer your questions late.I'm on my vocation with my family in my home town.Chinese Spring Festival.

Two labels above are of  typical Postal Service charge.
The one with red numbers has some words on it :Used for specific charge of mail-delivery in countryside,suburbs or tall buildings in cities .
Another one :Service charge of delivering longer distance telegram

Postal Local Surcharge is similar to adding postage to same mail service,but not adding any more other service.

Hope you had enjoyed your Spring Festival. Maybe is a surprise for you, but I'm a German, I collect China Liberated Area and ACLs. In our company our Chinese staff made yesterday a nice party, everybody cooked some dishes at home and bring to work. Later thier families joined, it was a very nice evening!

May I ask if you know, if there are some better local ACL catalogs exist for the following provinces: Fujian, Shanxi , Mongolia?

Nice to know that!
There are not catalogues exist for  Fujian and Shanxi yet.For Mongolia,there were several editions for the same catalogue finished by an old philatelist who died nine years ago.They were not published formally ,but printed privately and presented only to some friends.


Do you know Mr.Ouyang Chengqin,an  old philatelist in Wuhan City,Hubei Province who has been working on postal surcharges for over 20 years and often introduces them to foreigners by writing English articles ?

Yes, the catalog of Mr. Ouyang Chengqin is quite popular (even here in Germany)!

I wonder if you have a list of issued ACLs for Fujian and Shanxi or how you collect them? You have some ACLs from these area?

I merely have  a little ACLs from Fujian and Shanxi ,and I can show you some of them here several days later. I don't know much about issued ACLs for Fujian and Shanxi ,but I can ask someone who  is good at them to introduce for you.I think he would be glad to do that.I will help him translate what he says into English.Please wait a few days .
By the way,I guess  ACLs means Addictional Charge Labels.Is that right?

Yes, that's right, we use in "ACL"s for "Additional Charge Label"s

Thank you for your help! We here in Germany are a small group of collectors for ACLs, around 5-6 people I knew personally.

That's correct, "Hsinyen" is my friend who helps me to register here in this forum. Wasn't maybe so wise that she used her name as my nick-name but anyway, that's the background for my nick-name! :-)
