法国安南客邮，加盖中国在外国也能用，不加盖中国在中国也能用。比较特殊。
另外邮政章程上写明，贴有外国邮票寄外国邮件，放行。不作欠资处理

17. Letters for abroad franked by the public with Union stamps only
